Building Services is a division of the Department of Planning and Development performs application reviews, plan review, issues building permits, and performs inspections to ensure all permitted building construction, additions, and alterations are in compliance with current Building Codes, Alexander City City Code, and State and Federal laws.

The City of Alexander City Finance Department provides financial support to all City Departments.

The City of Alexander City has a six-member city council that is elected by the citizens. The City Council is a local legislative body which has the responsibility of exercising the power of the governmental and corporate functions of the city. Council members serve a four year term.
The City Council meets on the first and third Monday of each month at 5:30 pm in the Council Chambers of the Municipal Complex. The pre-council meeting begins at 5:30 and the regularly scheduled council meeting follows immediately afterwards.
The mission of the Human Resources Department is to support the strategic direction of the City of Alexander City by providing managers and employees with innovative solutions to organizational and human resource issues. The department exists to provide services which help the City to attract, retain, and reward competent and dedicated employees who share a commitment to the values of excellence and quality service to the citizens of Alexander City.

The Alexander City Planning Commission was established on March 18, 1947, under Ordinance 333. There are currently nine (9) members serving on the commission. The commission is responsible for making recommendations to the City Council concerning the zoning of property and approving the subdividing of land.
The Alexander City Police Department utilizes all divisions of law enforcement to protect and serve the community and citizens of Alexander City in an effective and efficient manner through the wise use and management of all resources.

The City Clerk's Office serves at the "hub" of the City. It is often the first and central point of contact for citizens to seek resolutions to problems or to address concerns. The mission of the City Clerk's Office is to provide the citizens, Council, Mayor, and employees with information and support in an efficient and timely manner. The City Clerk is designated as the custodian of municipal records, both current and archival.
The License and Tax Department collects the municipal business licenses, miscellaneous taxes, and coordinates the collection of sales and use taxes for the City of Alexander City.
The Engineering Department provides design, inspection, and project management of construction and rehabilitation projects for city streets, culverts, bridges, sidewalks, etc. The department manages the Alexander City Road Improvement Program (ACRIP), ½ cent sales tax for street improvements, which was implemented in 2014 and funds paving projects, maintenance striping, maintenance patching, culvert replacements, etc. annually.
The Alexander City Light Department maintains 160 miles of actual lines and has approximately 8,000 customers. We service approximately 667 rental light accounts, maintain 3,000 street lights, and handle new constructions while maintaining existing lines.

The Alexander City Fire Department provides citizens and transients of Alexander City an effective, well-trained team of professionals to protect their lives and property through fire prevention and education, emergency medical services, fire suppression, rescue services and emergency management.
Alexander City is unique because we own and maintain natural gas, electrical, sewer, and water distribution systems. The natural gas system is made up of 150 miles of distribution lines. The electrical system has 160 miles of power lines and approximately 8,000 customers. The sewer system consist of 150 miles of sewer lines, and our water system is made up of 500 miles of water lines.
The Alexander City Gas Department is responsible for maintaining the city's natural gas system in compliance with Federal regulations. We have provided natural gas to approximately 4,200 customers since 1952. Our city currently maintains 150 miles of natural gas lines.
The Sewer Maintenance Department is responsible for sanitary sewer rehabilitation and maintenance. Duties include blockage removal, construction of new sewer services, preventative maintenance inspections, cleaning, and maintenance of sewer easements.

The Purchasing Department is responsible for the procurement of all supplies, equipment, and materials used by the City of Alexander City. Purchases are made consistent with quality services, timely deliveries, and economic concerns. The department provides support to the various departments within the city for their day-to-day operations. It is also responsible for the disposition of obsolete, unserviceable or unused supplies, materials, and equipment. Purchasing performs other duties as may be imposed by the Mayor, resolution or ordinance by the City Council.
The Street Maintenance Department is responsible for the repair, maintenance, or rehabilitation of streets, rights-of-way, and drainageways within the city. The Department also performs heavy equipment work for other city departments as necessary.

The Environmental Services Department operates the North Central Avenue Inert Landfill and the Alexander City Recycling Facility at Public Works. The department also provides brush pick-up service to residents within the city limits and removes dead animals from city streets and rights-of-way.
T.C. Russell Field is our general aviation airport. We are committed to providing airmen with low-cost aircraft fuel and reasonably priced aircraft storage. Below is a link to AIRNAV for current fuel costs. The airport is conveniently located near many restaurants, retail businesses, Lake Martin, HWY 280, and the Airport Industrial Park. We welcome you to drop in, shop and eat.
The mission of the Nutrition Center is to secure and maintain the independence and dignity of persons age 60 and above in our community. The staff and volunteers of the Senior Nutrition Program provide a nutritious, well-balanced lunch daily, Monday through Friday. The donation for the lunch is $1.00. The Center provides transportation to local seniors to and from the center within a 2-mile radius. Supportive services such as outreach, visitation, calling, information and referral, public and nutrition education are provided daily.

The Library Board is responsible for making decisions related to citizen's concerns and suggestions. There are five members that serve on the Library Board. Each board member is appointed by the City Council and serves a four year term per Section 11-90-2, Code of Alabama 1975. Duties and powers of the board are defined in Section 11-90-3, Code of Alabama 1975.
The Zoning Board of Adjustments (ZBA) is an appeal board for variances, zoning ordinance interpretations, and special exceptions. The ZBA consists of five members appointed for three-year staggered terms and two supernumerary members.
The Industrial Development Board (IDB) is incorporated under the provisions of Article 4 of Chapter 54 of Title 11 of the Code of Alabama 1975. There are currently nine (9) members on the existing IDB. If anyone has any questions or concerns pertaining to the IDB, please contact the City Clerk's Office.

Alexander City Gas Department maintains all piping from the distribution line to the meter at your home or business. Any piping that runs from the meter to the appliances in your home is called house-piping and is the responsibility of the homeowner. For your safety, we recommend having your house-piping inspected periodically for leaks or signs of corrosion. If an unsafe condition is discovered, have repairs made by a qualified and licensed heating or plumbing contractor. For a list of currently licensed contractors please contact the Gas Department.

The mission of the Alexander City Parks and Recreation department is to enhance the quality of life for our citizens, their families and our visitors.
Our 10-man maintenance crew is responsible for the maintenance and upkeep of our highly utilized parks and facilities, which include, but are not limited to:
Each Year the Alexander City Police and Fire Departments host a Citizens Public Safety Academy. This academy meets once a week on Tuesday evening for 10 weeks. The classes will last approximately 2 hours. The Citizens Public Safety Academy provides insight, knowledge, and hands on training associated with Police and Fire Departments.
The Alexander City Police Department is primarily concerned with the safety of its citizens, not only their personal safety but the safety of their property as well. A number of crime prevention programs have been developed to reduce the risk for Alexander City residents becoming victims of crime.
Through education, enforcement, and by cooperative efforts with the Alexander City School, students, parents, courts and community, the School Resource Officer program strives to assist with providing a safe school and neighborhood environment, holding juveniles responsible for their actions and preventing individual problems from developing into patterns of delinquency.
Welcome to the Alexander City Police Department's Criminal Investigation Division. This division initiates proactive criminal investigations and does follow-up investigations on all criminal offenses reported in our community. The primary function of the division is to ensure that cases are complete and properly prepared for prosecution.
Investigators within the division are assigned to various specialized sections. As a result of specialization, they develop a high level of expertise in dealing with specific types of crime and crime victims.
For more than 50 years, Alabama has required dangerous sex offenders to register with their local law enforcement agencies. However, information on the whereabouts of these sex offenders was not available to the public until the implementation of the Child Molester Identification Line in July 1995. The information available was further expanded by California 's Megan's Law in 1996 (Chapter 908, Stats. of 1996).
The mission of the Alexander City Police Department Patrol Division is to provide first responder capability for calls for service and emergencies. The 45 sworn police officers and supervisors provide enforcement of state laws and city ordinances, arrest violators, investigate criminal activities, and work in partnership with the community to solve public safety concerns using the Community Policing concept.

The Code of Alabama authorizes the Department of Public Safety to maintain a central registry of sex offenders required to register under Title 15.

The North Central Avenue Inert Landfill is permitted to accept limbs, leaves, tires, furniture, construction debris, and other similar materials. NO HOUSEHOLD TRASH may be brought into the landfill; doing so is considered illegal dumping, and violators will be prosecuted. For a complete list of acceptable/unacceptable materials, click here.
The Facility Maintenance Department oversees maintenance of all city-owned buildings and properties. The department is responsible for right-of-way maintenance including bushhogging, landscaping, herbicide, sight distance removal, litter removal, etc.
Facility Maintenance is also responsible for oversight of the mosquito spraying program, which typically begins after Memorial Day and runs until Labor Day.
The City of Alexander City owns and/or maintains two (2) wastewater treatment plants. The Sugar Creek location is an industrial advanced wastewater treatment plant. Our Coley Creek facility is classified as a domestic wastewater treatment plant. Each location has different types of operational modes. A total of twenty-five (25) lift stations pump wastewater to these treatment plants.
The Water Department repairs all leaks and breaks, installs new water mains and water services, and replaces old or damaged meters.
If you have a break on your side of the meter, cut off the flow of water at the meter and call a plumber. The City Water Department is not authorized to go past the meter for repairs.
The Adams Water Treatment Plant is a state permitted surface water treatment plant with a twenty-four million gallon a day capacity; using Lake Martin as its water source it serves the Greater Lake Martin Area. The Plant is staffed by state certified Grade IV operators and is maintained twenty - four hours a day year round.

Lake Martin with 44,000 acres of clean sparkling water and 750 miles of shoreline dotted
with cabins, condominiums, restaurants, marinas and Wind Creek State Park.
Lake Martin's 880 miles of incredibly beautiful shoreline and 41,000 acres of water offer something for everyone. Countless enjoyable activities include boating, skiing, sailing, golfing, fishing, canoeing, swimming and outstanding dining.
Alexander City has a rich and varied history. Beginning with its Indian heritage and running through frontier roots, natural resources have always been important. That was amplified in 1926 when an Alabama Power project created the area's most recognizable natural asset -- Lake Martin. Advanced Disposal
The Environmental Services Department provides a courtesy curbside brush pick-up service for residents to dispose of yard debris, as well as other bulky items such as furniture and mattresses. For more specific guidelines please click here. Items must be placed near the edge of the road in an area without any obstructions such as low-hanging utility lines, fences, vehicles, etc.
Call-ins are not necessary. The brush trucks run routes on scheduled days.

Alexander City Youth Baseball is offered to children, ages 3-15 (as of May 1 of the current year). All children must be present at registration and must bring a copy of their birth certificate.
Alexander City Youth Softball is offered to children, ages 5-12 (as of December 31 of the prior year). All children must be present at registration and must bring a copy of their birth certificate.
Alexander City Youth Football is offered to children, ages 5-12 (as of September 1 of the current year). A copy of the child's birth certificate is required to register.

The Charles E. Bailey, Sr. Sportplex football field is home to the Benjamin Russell Wildcat football team. The stadium seats an estimated 3,500 on the home side and 1,500 on the guest side.
The Charles E. Bailey, Sr. Sportplex baseball fields are home to the Benjamin Russell Wildcat baseball team and all of Parks and Recreation youth baseball. Throughout the season we are host to many state and regional tournaments.

The Charles E. Bailey Sportplex is the perfect place to take a break and have a family picnic or just get away from work. The parks offers several areas in which one can enjoy the sights and sounds of nature.
The Eva Fuller Community Center is where you will find our Parks & Recreation Management offices. This facility includes a full-size basketball gym, which is where our youth league games are held.
In the afternoons and during the summer months, this facility houses our local Boys & Girl's Club after school and summer programs.
At this time, the gym is not available to rent by the public.
This course, which was sponsored by Leadership Lake Martin Class of 2008, was designed to provide a comprehensive physical fitness regimen for the community. This may be used as a stand alone workout, or as a start, middle or end to your walk or run.

To request sewer service, please submit a Sewer Service Application to the Building Department.
- Pick up an empty container from the grease recycling cage located in front of the Alexander City Sewer Department (see location below). You can also use an empty milk jug from home.
- Pour cooled kitchen grease into the container.
- Once your container is full, return it to the grease recycling cage located in front of the Alexander City Sewer Department (see location below).
- Take a new container.
The City of Alexander City actively strives to prevent FOG (fats, oils, and grease) from entering the City’s sanitary sewer system in an effort to reduce sanitary sewer overflows (SSOs) and backups caused by FOG-related issues.

Adelia Willis McConnell Russell was born on May 26, 1911, in Kentucky to HC McConnell and Emeline McConnell. Soon after her arrival in this world, the family moved from Kentucky to Talladega, AL and settled in the area.
Adelia met and married Robert A. Russell and they had one son, Ben Russell, born on January 18, 1938.
Adelia was very active in local activities, the Presbyterian Church and was chosen Woman of the Year in her time. An avid golfer and horticulturist, Mrs. Russell was also known as a very talented painter.

We have compiled the digitized copies of The Russell Collection. The collection spans issues on loan to the Adelia M Russell Library spanning publications from 1973 and ending in November 2006.

The Alexander City Municipal Court is located in the Municipal Complex at 281 James D Nabors Dr. in Alexander City. If a citizen receives a citation from an Alexander City Police Officer he or she has the following options for payment:
If you desire to plead guilty prior to court and pay your citation (once the citation is paid you do not have to appear in court) you may do so by one of the following:
The Utility Collections Department addresses customer concerns regarding the accuracy of meter readings; helping to resolve leak issues; opening and closing of utility accounts; answer questions concerning garbage pickup and broken carts; and assist with billing questions. This department also issues dump tickets for the city landfill and accepts various miscellaneous payments. Any payments made by utilizing the drop-boxes after 2:00 p.m CST will not be processed until the next business day.
We have recently renovated the main cemetery entrance to include new rock columns, gates, and fencing. The roads within the cemetery will also be redone in 2019.
The Alexander City Road Improvement Program (ACRIP) was implemented in 2014 through City Council approval of an additional 1/2 cent sales tax dedicated to street improvements.
In FY 2018, 20 streets within the city were rehabilitated through the use of ACRIP funds.
In 2017, the City Council approved the expansion of the existing North Central Avenue Inert Landfill. This project is currently in the design and permitting stage.

The Alexander City Fire Department Fire Prevention Bureau is responsible for code enforcement through building inspections of all new and existing commercial businesses in our jurisdiction; plans review of proposed new buildings within the city; public education for pre-school's and the public; and fire and arson investigation for all fires that occur in our jurisdiction.
The Alexander City Fire Department currently has 9 ALS ambulances that cover the City with both emergency and non-emergency ambulance services. The department has 58 cross-trained personnel in fire and EMS, 35 Paramedic's, 9 Advanced EMT's, 2 Intermediate EMT's and 12 Basic EMT's. CPR classes are offered throughout the year, call to set up an appointment for classes and fees.

The grant program covers 80% of the construction cost, and the city is responsible for the remaining 20%. There were several projects completed under this grant program between 2015-2018.

The City of Alexander City is actively pursuing development for residential housing, jobs and retail for our community. Currently we are collaborating with developers on multiple projects. Below is a list of current developments. You can learn more about each development by clicking on the project title.
The city was awarded an Industrial Access Grant from the Alabama Department of Transportation to rehabilitate Central Boulevard from the intersection with Joseph Street to the intersection with Russell Road.
The city was awarded funding for the Transportation Alternative Program (TAP) from ALDOT to improve sidewalks along Alabama Street, State Street, Bibb Street, and the streetscape along Tallapoosa Street. This project has been completed, and planning for future TAP project opportunities is underway.
The Street Department replaced the Lafayette Street Culvert in the summer of 2019.
The Patrol Division is the "Backbone" of the police department. Presently, we have 32 personnel assigned to this Division. They are organized between 4 shifts and provide continuous professional police services 24 hours a day, 7 days a week, 365 days a year. Our officers utilize a variety of vehicles all of which are equipped with the latest in Mobile Data Terminal capabilities allowing them to produce all reports in the field without returning to headquarters.
Strand Park is the site of many events held in Alexander City. It is the home to the Alexander City Jazz Festival, the Young Professionals Strand Sessions, numerous Sun Festival Events and a great spot just to hang out and enjoy being outside.

Tallapoosa County Emergency Management Agency (EMA) has implemented an alert system called the Tallapoosa Alert. Forty-four (44) high school seniors will enroll in a four-year college/university, community college, and/or vocational school in Alabama this year with help from the Alabama Municipal Electric Authority (AMEA) and its 11 Members through the 2019 AMEA Scholarship Program.
Each of the 44 scholarship recipients will receive a $2,500 scholarship for a total of $110,000 awarded in this year’s program. AMEA received 206 scholarship applications in the 2019 pro- gram.
The City of Alexander City partnered with Alabama Municipal Electric Authority (AMEA) to a build research solar panel project in our community. The site consists of 160 solar panels on approximately .26 acres.
The project is owned by AMEA. Any and all electrical output is placed on the local electric distribution system (The Distribution Grid). It is impossible to determine which home or building the generate electricity is powering.

Yesterday we hosted our Annual United Way Kick-off Breakfast at City Hall! We had a great turnout! Many employees showed up to support our local United Way. Our goal this year is $27,000.00. Plus, we are the Pacesetter! Each year our employees have given back to our community by contributing to United Way. So far the Water Department, Golf Course, Sportplex, Cooper Rec., City Clerk's Office, Human Resources, Mayor's Office, Community Development, Building Department, Code Enforcement, Airport, Purchasing Department, and Light Department have 100% participation.

Construction of the new Benjamin Russell High School will begin soon. The City has worked in a collaborative effort with the Alexander City Board of Education (BOE) over the last eight years to help secure this project. The construction of a new high school facility will provide additional opportunities for enhanced training and education of the youth within our community.
Beginning Monday, August 14th, a temporary closure will be in effect for Airport Drive adjacent to Advanced Auto Parts. The City, in collaboration with the Alabama Department of Transportation (ALDOT), are working to improve the bridge. This closure is expected to last for an extended duration. To navigate around this closure, we kindly advise utilizing Elkahatchee Road as a detour route. Your understanding and cooperation are greatly appreciated during this project.
