Hours: Day (Occasional Overtime)
JOB SUMMARY:
The Purchasing Clerk will assist the purchasing team with processing of City-wide departmental purchases, receipt of goods and services, and warehouse operations. Work is performed within clearly established procedures under the supervision of the Purchasing Agent.
PRIMARY RESPONSIBILITIES;
- Assist Department Heads with planning, coordinating and purchasing of logistical materials, goods and services
- Maintain vendor list for bids and quotes
- Assist with ensuring all purchases are made in accordance the Laws of Alabama, internal controls and procedures, and accounting best practices
- Provide administrative support and maintain records throughout the procurement process
- Interact and communicate with vendors to obtain quotes, supply purchase orders and maintain accurate/up to date vendor information, and following up with vendors in regard to late, missing, damaged, or incorrect goods.
- Coordinate incoming and outgoing shipments and pickups
- Process returns of goods for refunds, and equipment returns for service and repairs
- Assist and advise with warehouse operation oversite by setting proper reorder points and quantities, setting sale prices, running stock reports, demand projections of goods, and the maintenance of records
- Assist the warehouse clerk as needed.
- Perform other job related work and duties as assigned
KNOWLEDGE, SKILLS, AND ABILITIES:
- General Knowledge of the Alabama State laws and ordinances governing the purchase of goods and services.
- Knowledge of purchasing methods and procedures
- General knowledge of governmental budgeting practices and procedures
- Ability to plan and organize work and carry it through to completion
- Ability to establish and maintain effective working relationships with other employees at all levels of management, vendors and the public.
- Must possess solid communication capabilities (both oral and written)
- Must possess sound negotiation and problem-solving skills.
- Successful candidate will possess extreme attention to detail
- Possess ability to deal with sensitive and confidential information
- Ability to obtain an Alabama Underground Storage Facility, A/B Operator’s License within one year
QUALIFICATIONS:
- Be a graduate of an accredited high school or hold a certificate of high school equivalency (GED) and a minimum of 4-6 years of increasing complex work experience, with a demonstrated proficiency in procurement or a closely related field

Associates degree in Finance, Accounting, or Business/Government Management, Procurement, Supply Chain, or the equivalent coursework in a related specialized field and 2-4 years of procurement related experience
- Strong PC Skills, with a high level of proficiency in Microsoft Word, Excel and Access
- Must be willing to travel overnight to attend trainings and conferences and obtain certifications as required
- Must possess a valid Alabama driver's license with a driving record suitable for insurability
- Willing to work non-standard hours and overtime as required, and to be on call during storm events
- Must be willing to attend continuing education courses and workshops
- Be physically able to perform the essential functions of the position
