Pay Rate:                 Grade 20

Hours:                      Day Hours (occasional overtime)

Summary:

Manages the city’s GIS and Cityworks systems according to city goals and objectives. Responsible for collecting, maintaining, updating, and utilizing asset data. Promotes the city’s GIS and Cityworks programs, identifies priorities, establishes and maintains good working relationships with City staff; coordinates implementation activities, and assures the integrity and security of the database. Reports to Public Works Director.

 

Primary Responsibilities:

  • Data collection, entry, creation, editing, digitization and manipulation, mapping and sharing
  • Provides support to City staff by conducting research in retrieving information from various GIS related files and relational databases
  • Creates and manages metadata
  • Designs, develops, and creates databases, maps, and other projects
  • Will obtain and/or create and maintain additional data layers as needed, such as legislative boundaries, street centerlines, contaminated sites, topographical maps, zoning, and aerial and parcel mapping
  • Prepares detailed reports on assets, capital planning, and maintenance activities
  • Designs, collects, edits and manages data in CityWorks
  • Oversee successful integration of CityWorks with relative systems including GIS, Network Fleet, IT Pipes, Micropaver, etc.
  • Works with multiple departments to create and update workflow templates in CityWorks
  • Manages Cityworks implementation to ensure projects are completed in a timely and satisfactory manner. 
  • Demonstrates continuous effort to improve operations, decrease turnaround time and streamline work
  • Provides leadership and training to City staff to increase effectiveness and efficiency of operations by utilizing GIS and CityWorks
  • Utilizes drone to take aerial shots and videos of city sites, project locations, etc.
  • Utilizes large format scanner/plotter.
  • Performs all other duties as necessary.

Requirements and Qualifications:

  • Degree from an accredited college or university is required (prefer GIS, Engineering, Geography, Information Management, Computer Science or related area). 
  • 1-3 years of GIS or similar experience is required.
  • Must have a proven record of 3-5 years project management experience.
  • Successful applicant must have some combination of education and/or experience and training that provides the required knowledge, skills, and abilities. 
  • Must have a valid driver’s license and a driving record suitable for insurability. 
  • Must pass a criminal background investigation. 
  • Must have knowledge of the basic principles and terminology of utility and Public Works systems.
  • Must have a general understanding of maintenance practices and proper use of work order systems.
  • Excellent computer skills required, including proficiency in MS Office (Work, Excel, Access, etc.)
  • Experience with ESRI ArcGIS software, CityWorks, or other comparable asset management software and their associated data structures preferred.
  • Experience in operating GPS data collection unit, drone, etc. preferred.
  • Ability to work effectively and complete job functions accurately. 
  • Ability to establish and maintain good and effective relationship with City staff.  
  • Ability to effectively manage projects from start to finish in a timely and efficient manner.
  • Willing and eager to learn, as well as train others.
  • Ability to work independently, under close supervision, and in a team environment.
  • Ability to self-manage and possess excellent planning and organizational skills.
  • Must be able to meet the physical requirements of the position including walking, stooping, bending, working outdoors in heat and cold, able to lift over 25 pounds.
