Summary:

The Information Technology (IT) Director manages the City’s information technology operations and ensures continuity of services for users throughout the organization through planning, technical leadership, and project coordination. Responsible for the development and implementation of a comprehensive technology plan that proactively positions the City for future growth and efficiency. This position reports directly to the Mayor.

 

Duties & Responsibilities:

  • Directs and oversees the activities of the information technology department and personnel in providing effective information and communications technology to all City departments
  • Directs the operation and administration of network systems, accounts, and users
  • Troubleshoots problems; monitors servers and backup system; oversees help desk support; develops and maintains plans for all systems; responds to emergency situations
  • Maintains information security with responsibility for definition and execution of an information security strategy, program, and controls
  • Collaborates with users, vendors, technicians, and City Department Heads to understand and assess computing and system needs and requirements
  • Evaluates current technology use and needs of the City and recommends software and hardware improvements
  • Develops and communicates information and communication technology policies and procedures
  • Identifies short- and long-range goals and develops plans to implement these needs.
  • Prepares annual budget in coordination with short- and long range plans; manages expenditures to ensure compliance with adopted budget.
  • Manages inventory & deployment of IT hardware, software, peripherals, and mobile devices.
  • Oversees installation of new software, system upgrades, and patches.
  • Manage all stages of special projects, including the review of existing contracts, oversight of professional contractors and/or consultants, etc.
  • Supervises, directs, trains and evaluates assigned staff; organizes priorities and assigns work; provide technical expertise; ensures compliance with all applicable codes, laws, rules, regulations, standards, and policies and procedures 
  • Serves as a technical resource on IT, security, and all software applications.
  • Remains current on advances in technology.
  • Prepares and presents reports to the Mayor, City Council and City departments as needed.
  • Organizes training in the use of tools including Excel, Word, etc. and helps City departments learn various departmental software applications
  • Performs other related duties as assigned

 

Knowledge, Skills, & Abilities:

  • Thorough understanding of IT management principles, programs, policies, activities, and procedures.
  • Knowledge of information systems design and analysis, hardware/software systems, networks, security, telecommunications, etc.
  • Ability to identify the business needs of City IT users and customers, formulate and implement plans designed to address those needs in the most efficient, cost-effective manner
  • Excellent written, verbal communication and interpersonal skills. Positive customer-service attitude.
  • Willing and able to troubleshoot and solve problems.
  • Ability to effectively manage projects. Excellent organizational skills, with the ability to prioritize work.
  • Ability to explain technical problems and offer solutions to those without technological training.

 

Qualifications:

  • Bachelor’s degree in computer science, information technology, or related field preferred.
  • Minimum of 8 years of experience in the technology field.
  • Minimum of 5 years of experience in a leadership or management role in an IT setting.
  • Experience in working with intranet development, website design, or similar preferred.
