Summary:

This position is responsible for facilitating, promoting and ensuring planning, community development and community redevelopment.  Provides initiative, leadership and guidance over strategicplanning, long range planning, zoning, and activities for the City. Areas of oversight include zoning and land use, building inspections and permitting, plan review coordination, and other services related to development including code enforcement. Incumbent works under the general supervision of the Mayor.

 

Primary Responsibility:

• Facilitate community development planning in order to identify and establish development opportunities

• Finds and secures grant funding for community development activities and programs in order to ensure the community has the necessary resources for development

• Leads City-wide vision planning, strategic planning, comprehensive land use and facility planning and initiatives 

• Serves as an advisor to the Mayor and Council regarding planning, zoning, development services, housing, etc., and ensures compliance with applicable Federal, State and local laws, codes, and regulations; Assists administration to prioritize future capital projects and evaluates progress on adopted City plans goals and objectives

• Completes administrative functions to ensure that programs areproperly funded and administered

• Plans, organizes, directs and reviews all planning and development services activities; develops and implements short- and long-term department goals, objectives, policies, and procedures; coordinates projects

• Evaluates and updates zoning and subdivision regulations

• Performs managerial tasks that involve meeting with and presenting ideas and recommendations to the Mayor, City Council, Planning Commission, and other applicable boards and/or committees

• Ensures compliance with grantor agencies, adopted plans,development regulations and zoning ordinances, interprets rules and regulations governing departmental operations

• Develops and implements policies and procedures. Oversees, coordinates and implements programs for the current and future development of the City as determined by the Mayor and City Council

• Enforces ordinances and laws related to specific projects

• Collaborates with other City officials and with regional agencies, contractors, and government regulatory agencies

• Implements data-driven processes to effectively manage and enhance services

• Serves as ADA Compliance Officer for the City

• Perform other job-related duties as required

 

Knowledge, Skills, and Abilities:

• Extensive knowledge in community planning and development theories and practices

• Comprehensive knowledge of laws, rules, and regulations related to design and construction of planning projects and administration

• Knowledge of cost benefit analysis processes

• Must possess effective verbal, written, listening and presentation communications

• Skilled in effective negotiation and mediation skills

• Skilled in effective financial analysis

• Ability to analyze local and regional development potential and opportunities

• Ability to understand relevancy of municipal legislation, policies and procedures

• Ability to develop and analyze community development plans

• Skill in exercising sound independent judgment

 

Qualifications:

• Bachelor’s degree in Business Administration, Public Administration, Planning, or a related field required with five years of management experience in public administration, community development, economic development, planning and project management, or related field.

• Additional training in grant writing is advisable.  

• Must have a valid driver’s license with a driving record suitable for insurability.  

• Willing to work non-standard hours and overtime.  

• Willing to travel overnight to attend continuing education courses and workshops.   

• Must be physically able to perform the essential functions of this position.
