Public Works Specialist

Department:         Public Works

Salary:                    Grade 18

Hours:                    Day  (occasional overtime)

Summary:

Provides highly responsible and complex support to the Director of Public Works and all subsequent departments. Integrally involved with management staff in carrying out the mission of the assigned department including planning, project management, budget, compliance, etc. Formulates, evaluates, and implements policies, procedures, and programs to achieve and maintain accreditation.  

Primary Responsibilities:

  • Manage department accreditation program
  • Conduct departmental self-assessment
  • Develop and implement policies and procedures
  • Oversee compliance with all Federal, State, and local regulations
  • Prepare and submit required permits, reports, forms, etc.
  • Track employee licensing and certifications
  • Assist with departmental and citywide strategic planning
  • Oversee all administrative office operations and assist as necessary
  • Project administration
  • Assist in grant coordination for the department
  • Monitor progress of ongoing and special projects
  • Prepare annual operational and capital budgets
  • Utilize Springbrook software and internal spreadsheets to track operational and capital expenses, prepare budget/ project expense reports        
  • Assist in internal/external complaint and conflict resolution
  • Oversee personnel operations for assigned departments
  • Independently compose letters and memoranda
  • Prepare spreadsheets, charts, and diagrams as necessary
  • Develop forms, flyers, brochures, etc. relevant to the department
  • Conduct departmental research as necessary
  • Prepare resolutions, ordinances, and presentations for the City Council
  • Perform administrative duties for the Fleet Management Committee including fleet appraisal management, preparing spreadsheets, minutes, agendas, record keeping, etc.
  • Manage social media and web content for the department
  • Administrate Cityworks work order system for assigned departments and assist with design and implementation of Cityworks citywide
  • Act as safety coordinator for the department
  • Collaborate with other City departments, outside agencies, contractors, etc.
  • Perform other job related duties as assigned

Job Requirements:

  • Must be a graduate of an accredited high school or GED. Bachelor’s degree in a relevant field and/or 5 years of progressively responsible experience.
  • Have excellent computer skills, Microsoft Office, specifically Word and Excel.  Must be willing to learn and effectively utilize software relevant to the department.
  • Must be able to work independently and make competent decisions.  
  • Must be high energy and focus driven.
  • Considerable knowledge of the principles and practices of public administration in general. 
  • Ability to perform work through delegation by the Public Works Director with considerable latitude for the exercise of independent judgment. 
  • Ability to plan and organize with little or no supervision. 
  • Ability to maintain confidential files and handle situations in a professional and courteous manner. 
  • Ability to establish and maintain effective working relationship with the general public, elected officials, department heads and local business community.   
  • Must have a driver’s license and good driving record to be insurable.
  • Willing to work non-standard hours and overtime as required.
  • Must be willing and able to become a notary public.
