Department: Public Works – Street Maintenance

Pay Grade:  20

Hours: Day Hours, occasional overtime will be required

 

Summary:

Employee provides leadership and supervision to the Street Maintenance division of the Public Works Department. Responsible for oversight of street maintenance and construction, maintenance of rights-of-way and drainage systems, and general heavy equipment projects. Employee reports to the Public Works Director.

 

Primary Responsibilities:

  • Supervises assigned personnel to include job assignment, inspection of work performed, safety supervision, and vehicle/equipment usage and maintenance.
  • Assesses streets and rights-of-way and develops work plans to address needs.
  • Plans, prioritizes, and assigns work activities associated with maintenance and construction of city streets and rights-of-way.
  • Utilizes Cityworks asset management software to track work orders.
  • Inspects street infrastructure and city-owned properties to identify maintenance and/or capital improvement needs and makes recommendations to Director.
  • Oversees the inspection and grading of city streets, logs and interprets data utilizing Micropaver software.
  • Assists the City Engineer with inspecting contracted street construction projects
  • Oversees projects relative to street maintenance and heavy equipment operation to include preparing cost estimates and coordinating equipment, materials, and labor.
  • Manages stormwater and erosion control earth moving projects.
  • Ensures compliance with all Federal, State, and local regulations and requirements pertaining to the Department.
  • Manages citizen complaints pertaining to city streets.
  • Assesses, designs, and implements traffic control schemes to ensure safety when working in streets and rights-of-way.
  • Establishes and/or inspects employee work zones to ensure safety.
  • Trains and instructs personnel with regard to policies, procedures, safety, and equipment.
  • Assists in short-term and long-range planning and preparation of department budget.
  • Tracks payroll information for assigned employees.
  • Conducts periodic performance reviews of assigned employees.
  • Performs routine labor and equipment operation as necessary.
  • Performs all other duties and tasks as assigned by the Director and/or Mayor

Job Requirements:

  • Must be a graduate of an accredited high school or GED. 
  • Possess a valid driver’s license and a driving record suitable for insurability.
  • Must be able to be on-call during inclement weather and other emergencies and work non-standard work hours as necessary.
  • Minimum of two (2) years of supervisory experience required; at least five (5) years of experience in street maintenance preferred; or any combination of education, training, and experience that demonstrates skill commensurate with this position.
  • Possess a current Stormwater Qualified Credential Inspector certification or be able to obtain within one (1) year of employment.
  • Knowledge of road building materials and methods, soils and compacting, and how to set and cut grades.
  • General working knowledge of a wide variety of equipment, ALDOT specifications, and ADEM stormwater construction permitting and regulations
  • Requires excellent communication skills. Must be able to effectively communicate with citizens, employees, other departments, agencies, etc., in a professional and courteous manner.
  • Must be able to read and interpret maps, surveys, construction plans, drawings, etc. 
  • Must be able to establish and maintain effective working relationships.
  • Must be able to effectively plan, organize, and supervise assigned personnel.
  • Intermediate computer skills required. Knowledge of Microsoft Office preferred.
  • Must be willing to learn and effectively utilize job-related technology & software as required. Current software utilized includes Cityworks, Micropaver, and ESRI GIS.
  • Must be able to effectively coordinate work activities and projects with other departments and outside agencies including Tallapoosa County, ALDOT, etc.
  • Must be capable of making decisions independently in the field on behalf of the department.
  • Must be willing to attend trainings/conferences and obtain certifications as required.
  • Physical demands include but not limited to standing, walking, bending pushing and sitting. 
  • Working conditions include exposure to inclement weather conditions and malodourous environments.
