Summary:

Performs administrative support in the processing of business license applications and the collection of taxes. Works under the supervision of the Revenue Manager.

Essential Functions:

  • Provides information, instruction, and assistance to the public in person or by telephone; responds to tax/license questions and complaints; researches problems and initiates problem resolution.
  • Explains business license process to customers; assists customers in completion of applications and with use and computation of applicable tax forms; calculates business license fees; refers to city revenue code to determine proper license classification schedule for each business; issues business licenses.
  • Receives various forms, reports, correspondence, tax returns, alcohol license applications, liquor reports, license notices, subcontractor sheets, payments, and other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Mails out renewal notifications annually.
  • Assists in the administration and collection of city rental, lodging, gasoline, tobacco, liquor and wine taxes  and maintain vigilance for audit candidates
  • Checks business tax payments against previous year’s list of taxpaying businesses; prepares delinquent tax lists and delinquent notices.
  • Processes alcohol license requests and sends approval letters to the ABC Board after City Council approval.
  • Assists in analyzing sales tax reports from Alabama Department of Revenue in search of incidences of under reporting and non-reporting.
  • Assists in performing revenue software system administration; performs computer-related tasks such as developing spreadsheets, preparing letters and presentations, creating forms, and upgrading existing forms/applications as necessary.
  • Assists in investigating persons doing business without a license; reports information to Revenue Manager.
  • Compiles information and prepares regular and special reports.
  • Maintains a variety of files and records; maintains confidentiality of all financial and other restricted information relating to business license and/or tax accounts.
  • Occasional assisting Revenue Manager with work in the field.
  • Performs other job related duties as required.

 

Knowledge, Skills, & Abilities:

  • Knowledge of businesses operating within the City. 
  • Knowledge of the principles, practices and modern developments in municipal taxation and revenue administration.
  • Knowledge of Titles 11, 40 and 28 of the Code of Alabama.
  • Knowledge of applicable municipal ordinances.
  • Proficient computer skills with ability to learn and effectively utilize new software as necessary.
  • Excellent math skills required with ability to add and subtract, multiply and divide, and calculate decimals and percentages.
  • Ability to communicate effectively both orally and in writing.
  • Adept at establishing and maintaining effective working relationships with business owners, vendors, and the public. 

Job Requirements:

  • Must have a valid Alabama driver’s license and driving record suitable for insurability. 
  • Must be a graduate of an accredited high school or have a GED, supplemented by college level course work or vocational training in accounting, business administration, or similar with Associate’s Degree (2 years) in a related field preferred.
  • At least 3 years of experience of clerical experience; experience working with the public preferred; or any combination of relevant job-related experience.
  • Must be able to obtain certification as an Alabama Revenue Officer within 36 months after date of hire. 
  • Willing to work non-standard hours and overtime as required.  Must be willing to travel overnight to attend continuing education courses and workshops.
