Job Title: HR Generalist

Department: Human Resources

Pay Rate:  Grade 18

Hours:  Daytime Hours

           

Summary: This position provides varied and responsible support to City employees in the performance of human resource functions in order to effectively support the Human Resources Department and other City operations. Reports to the Human Resources Director. 

 

Primary Responsibility:

  • Assists the Human Resources Director in a variety of administrative tasks as required.
  • Processes employee changes (insurance, taxes, direct deposits, etc.).
  • Conducts research; prepares and generates reports, forms, and other correspondence as necessary.
  • Assists with coordinating interviews; onboarding and processing new hire paperwork.
  • Prepares and updates job descriptions as necessary; generates employment advertisements for social media; posts jobs online.
  • Assists in administering various employee programs and procedures relating to group insurance, wellness screenings, and retirement programs.
  • Assists with organizational training and development, coordinating and planning employee events.
  • Assists in the development and implementation of policies and procedures.
  • Maintains a variety of confidential files and information. Retains, files, or submits files for destruction in accordance with record management policies and procedures.
  • Maintains employee confidence and protects operations by keeping HR information confidential.
  • Maintains a comprehensive, current knowledge of applicable laws/regulations.
  • Reads professional literature, attends workshops and trainings as appropriate.
  • Assists in auditing invoices and other benefits information periodically.
  • Prepares and submits payroll for admin staff.
  • Assists in research and implementation of HRIS initiatives.
  • Assists with maintaining sick bank.
  • Assists in recordkeeping, data entry, filing, and answering telephone.
  • Performs all other duties as assigned.

 

Knowledge, Skills, & Abilities:

  • Knowledge of applicable federal and state laws and regulations and local ordinances pertaining to public personnel administration
  • Knowledge of city policies and procedures
  • Knowledge of principles and practices of public personnel administration and their application
  • Knowledge of standard recruiting methods
  • Knowledge of human resources and financial information systems
  • Knowledge of office productivity software including Adobe, Microsoft Office products such as Word, Excel, Powerpoint, etc.
  • Skill in analyzing technical and statistical data, situations and problems.  
  • Skill in organizing work, setting priorities, meeting critical deadlines and following up on assignments with minimal direction or supervision.
  • Skill in mathematics necessary to calculate percentages, deductions, wage computations, pay scale etc.
  • Excellent computer skills; ability to compile data and prepare reports and presentations.
  • Ability to read and interpret federal and state laws, legal opinions and guidelines.
  • Ability to independently compose correspondence, memorandums, forms and other professional documents.
  • Ability to maintain confidentiality.
  • Ability to establish and maintain working relationships and communicate effectively with other City staff, elected officials, State agencies, etc.
  • Ability to communicate verbally and in writing in a clear and concise manner.
  • Ability to speak before large groups of people and effectively present information.

 

Job Requirements:

  • Candidates must have an Associate degree; Bachelor degree in relative field preferred.
  • Must have at least 2 years of experience in Human Resources, preferably in a municipal environment; or any equivalent combination of education, training, and experience.
  • Be willing to learn various software programs, online systems, etc. as necessary.
  • Be willing to attain certifications as required that are necessary for essential job functions.
  • Willing to travel overnight to attend continuing education courses/workshops. 
  • Willing to work non-standard hours and overtime as required.
